Background
We Effect is a Swedish development organisation working worldwide in over 20 countries in Africa, Asia, Europe, and Latin America. Our work focuses on reducing poverty and inequality by strengthening the ability of member-based and democratic organisations to enable women and men, girls, and boys, living in poverty to improve their living conditions, defend their rights, and contribute to a just society. The work is focused on the following areas: rural development, housing, gender equality, and financial inclusion.
The project “Income Increase and Socio-Economic Empowerment of Vulnerable and Marginalized Groups from Rural and Sub-Urban Areas 2021–2023 (IISEE)”, financed by Sida, was formally initiated in April 2021. The IISEE project is implemented during April 2021–December 2023. It is considered a transitional project, where the future actions of We Effect, and partner organisations (local membership-based Civil Society Organizations (CSOs)) will be made through a systematic market-oriented approach called Market System Development (MSD). Although previously introduced in the country through the Swiss Agency for Development and Cooperation (SDC), MSD is still considered a rather new concept for development actors in the Republic of North Macedonia. It is developed around the concept that inclusive economic growth and expanded access to basic services are critical to developing competitive economies.
The main objective of the project is increased growth, income, and employment for rural people, especially youth, women, and Roma in target markets.
Scope of the engagement and main tasks
The objective of the engagement is to establish an effective system for supporting Roma communities in selected municipalities and to sustain and motivate Roma high school pupils to enrol in and finalize secondary dual education. It will improve their skills and competences so they can easier access the job market.
The intervention will facilitate increasing the number of Roma youth, especially girls, who are enrolled in dual secondary education, decreasing dropout rates, and facilitating the successful completion of secondary dual education. The intervention will target Roma communities in Kumanovo, Prilep, and Gostivar and/or Skopje.
The intervention aims to introduce an improved business model that introduces a local CSO to take an active role as an information hub for the targeted group—the local Roma community, especially families with high school-age members. Namely, the selected CSO will have an active role in the collection of relevant information on the conditions and process of secondary dual education, available schemes to motivate and support Roma pupils on a local and national level, the distribution of the relevant information to the target group in an understandable manner, and also outreach and work with the pupils’ families on long-term prospects for the finalized education of Roma youth. The CSO shall also establish an effective communication channel with the local secondary dual education providers to collect and disseminate all relevant data on the enrolled Roma pupils learning progress and be proactive in addressing the identified attendance or learning issues.
The communication will be streamlined through the local facilitators engaged by the local CSO (who will act as information providers between the Roma community and the secondary school(s)) in order to enable higher enrolment of Roma pupils in dual education and decrease dropout rates. It is envisaged that enrolled Roma pupils will become future role models as employees once they complete their education.
