With an emphasis on ethnic minorities, gender equality, and climate change, the programme aims to strengthen the capacities of cooperatives, women groups and other community based organisations.  The right to land, financial resources  and power for small-holder farmers , especially women, plays a central part of the programme.

In Vietnam, the programme is implemented in rural areas in three provinces. The projects are executed by three local NGOs in the participating provinces.
